The photograph depicts Kiel Fire Chief Herman Roehr standing in what appears to be a residential neighborhood. Mr. Roerh is wearing a dark uniform, including a hat, bow tie and badge, and two rows of buttons down the front. Roehr was the fourth man to head Kiel's fire department, and served as chief twice: 1920 to 1922, and 1929 to 1930. A few years before this photograph was taken, the Kiel City Council approved the erection of a combined city hall, firehouse, jail and library. The new Kiel City Hall was completed in 1928 at 621 Sixth Street.
