Although several Lao governments have categorized swidden ("hai") agriculture as destructive and used this as a rationale to resettle highland populations in the lowlands, their primary concern has always been one of security and control. This form of agriculture as historically practiced in Southeast Asia is rational and not truly destructive as long as population levels are not excessive.
