Halpern's American traveling partners enter USAID's Vangviang branch office building. The American presence in these areas was of short duration. There were no regional aid offices in this type of community in the 1950s. The war promoted a presence in the 1960s and all were gone by the 1970s. One might even call it imperialism of the moment with no foundation in the past and a very limited future.
