The International Control Commission (ICC) was established by the Geneva Agreement which ended the First Indochina War. Its role was to supervise the resulting truce. The Commission was composed of Canadians, Indians, and Poles. Officers from these three countries were stationed in Luang Prabang. 1957 was the height of the Cold War. As an official American Halpern never met the Polish representative but he was very friendly with the Indian and Canadian officers. The Halpern's friendship with the Indian officer and his family has continued over almost a half century and involved personal visits.
