On August 16, 1905, the plenipotentiaries of Russia and Japan came to an agreement on all clauses of the treaty, and then Professor Martens and Mr. Dennison proceeded to edit the text of the treaty. On August 23, their work was completed, and commissioners S. Yu. Witte and Baron Rosen (Russia) and Baron Komura and Mr. Takahira (Japan) arrived at the arsenal building, where the meetings were taking place, to sign the treaty. Other members of the delegations, as well as representatives of the highest American administration were present at the signing of the agreement. The first to sign was S. Yu. Witte, followed by Baron Komura. Having signed the agreement, Mr. Witte got up, went to Mr. Komura and shook his hand. Everyone was very excited. Those present rose, and at that moment a cannon shot was heard, announcing the event. The sound of the fireworks soon mixed with the sound of the bells. The ringing lasted 10 minutes. Congratulations and reading of the contract began. Baron Rosen gave a short but powerful speech in English; Komura and Takahira shook hands. Then he got up and said a speech, Baron Komura, and again shaking hands. Champagne was served and toasts were made to the monarchs of both states.
