Refugees fleeing the conflict in Laos often move as a village or with other villages and set up shelters on a temporary basis. After some weeks or months they relocate to other locations more stable and serviceable by USAID and the Royal Lao Government. Here, refugees from a different part of Houa Khong Province moved to this site, set up shelter for a short period and then relocated to a location that was more permanent and provided more services, like schools and clinics or sources of clean water. Most of the people have abandoned the location and moved to a more stable one. Note the foothills in the background.
