Houei Kong Laven and Nyaheun women are squatting next to the Houei Kong (XB 6473, L-56) water storage tank in Attapu Province. It was completed in 1966, with a surrounding cement apron and bamboo fence added in 1969 under the supervision of IVS volunteers Rich Harvey and George Viles. When everything was completed, the tank was rededicated. Here, one of the village leaders gives a short speech rededicating the tank and apron stressing the importance of maintaining sanitary grounds around the fenced area.
