This program examines a federal housing effort that is meeting the challenge of building homes that can withstand 110 mile an hour winds and snow, on an island with no trees or rocks, and the nearest building supply store 600 miles away. Part two of the program visits South Dakota's dry, dusty plain, where Lakota Indians join President Jimmy Carter, along with two thousand volunteers in construction thirty new homes on their reservation.
