Amending the Federal Property and Administrative Services Act of 1949, as amended, to authorize the Administrator of General Services to establish and operate motor vehicle pools and systems and to provide office furniture and furnishings when agencies are moved to new locations, to direct the administrator to report the unauthorized use of government motor vehicles, and to authorize the United States Civil Service Commission to regulate operators of government-owned motor vehicles, and for other purposes
