Correspondence, memoranda, press releases, and clippings from Museum Information Executive Harold T. I. Shannon's office dealing with administrative plans, publicity, fundraising, and attempts to get Congressional recognition as a national museum. The museum was the idea of railroad historian Carl R. Gray Jr., and was to be operated by the State Historical Society of Wisconsin, but was opened as an independent museum in 1961.
