This convention was one in a series of annual, and then less frequent, conventions organized by free blacks in the United States between 1830 and 1861. Cf. Bell, H. A survey of the Negro convention movement, 1830-1861 (New York, 1969). The names applied to these Conventions varied, especially during the 1840s and 50s when the meetings were less regular.
"For the purpose of improving the character, developing the intelligence, maintaining the rights, and organizing a union of the colored people of the free states, the national convention does hereby ordain and institute the 'National Council of the Colored People'."--P. 18-19.
