Examines relationship between small businesses and national job creation, and discusses supply and demand for small business loans. Reviews legislative origin of the Small Business Lending Fund (SBLF) established under P.L. 111-240, the Small Business Jobs Act of 2010, to direct the Department of Treasury to make capital investments in eligible institutions in order to increase availability of credit for small businesses. Analyzes House and Senate versions of SBLF, presents arguments both for and against the program, and examines SBLF implementation by the Department of Treasury. Summarizes legislative proposals in the 112th and 113th Congress to amend SBLF.
