Mr. Baldwin submitted for consideration the following resolutions : Resolved, That the amount collected by the Army of the United States in Mexico from the revenues of that republic, and from the contributions levied on the people thereof, by order of the President of the United States, for the support of the Army, ought to be applied to the payment pro rata of the awards in favor of claimants under the convention between the United States and the Mexican Republic of the 11th of April, 1839 ..
