The lines of rigid conflict between political parties noted in Chapter 1 were not always present prior to the New Deal and the post-New Deal era in which the Eisenhower administration functioned. In contrast to their party's political position from the latter part of the twentieth century into the twenty-first century, Abraham Lincoln and Theodore Roosevelt were hardly hostile to unions and the interests of working people. Quite the contrary. Said President Lincoln: Labor is prior to and independent of capital. Capital is only the fruit of labor, and could never have existed if labor had not first existed. Labor is the superior of capital, and deserves much of the higher consideration"--
