Res. 688, to disapprove the Administration's Reorganization Plan No. 1 of 1977 for the Executive Office of the President (EOP). Plan eliminates the Domestic Council, Office of Drug Abuse Policy, Office of Telecommunications Policy, Economic Opportunity Council, and some advisory offices, and reduces EOP staff. Also transfers to the President or to other Federal departments and agencies some functions of CEQ, OMB, and Office of Science and Technology Policy. Establishes an Office of Assistant Secretary of Commerce for Communications and Information and an EOP Office of Administration.
