Caption title on p. 1: Queries propounded by Col. Monk, to the counsell of war, at Belfast, the 9 of April 1649.
The "counsell of war" represents Ulster Scots in negotiation with Monck, at that time governor of Carrickfergus, to join them against Cromwell and the Rump Parliament in support of Charles II.
