Following the end of World War II and the beginning of the cold war, Greece and Turkey were threatened by an expanding Soviet Union. On March 12, 1947, President Harry S. Truman delivered an address to Congress in which he asked for $400 million to help stop communist expansion in these countries. His speech was the foundation of what became known as the Truman Doctrine, which held that the United States would provide economic and military assistance to any country that was threatened by communism. It also marked a major turning point in the cold war and ended decades of American isolationism.
