Davidson's papers are his files kept while first vice-president of the Wisconsin Family Planning Coordinating Council, a private, non-profit corporation "committed to the promotion, development, and coordination of a network of family planning services in Wisconsin." WFPCC funneled federal HEW funds to local Wisconsin agencies and clinics allowing them to provide or improve family planning services. Other projects included the Wisconsin Patient Service Record System, which promoted the coordination of records and permitted the monitoring of service quality, and the co-sponsorship of a five-year plan for family planning services for the state. WFPCC worked closely with the Wisconsin Dept. of Health and Social Services, Wisconsin Planned Parenthood, and the Ad Hoc Select Committee on Family Planning.

The files have been left in the order in which they were received. The Program Planning, Review, and Evaluation Committee and Grants files include WFPCC guidelines, an assessment report of their progress in 1978, applications, reports, summaries, financial information, and monitoring and review information. There is also information on a program for teens. Administrative records include by-laws, a 1977 audit report, and meeting minutes. Five-year plan files include meeting minutes, press releases, correspondence, memos, and commentary on the plan from a variety of interested parties, but no copy of the plan itself.
