The Bureau of Community Services was created within the Equal Rights Division in 1972 during a reorganization of the Dept. of Industry, Labor, and Human Relations. The bureau separated the educational mission of the division from the investigative and enforcement functions. It was renamed the Program Services Bureau in 1973. The series contains general administrative files and subject files on services to African Americans, Native Americans, disabled people, the Spanish speaking, and youth.

Also include are cassette recordings of interviews and public hearing held by the bureau's Native American Program, a 1973-1975 project to audit the state's services to Indian populations.
