Kate and Roger Parr discuss their relations to the dam project and their lives when the project began. Roger was the Chairman of Whitestown for about 22 years and served on the Town Board for 6 or 8 years before that time. Therefore he was able to observe the reactions of the citizens of the area and the effects the project had on local organizations and businesses. All reasons for the stopping of the dam were conversed including the Sierra Club, Proxmire, environmentalists, and public officials. Roger depicts the struggle to keep the project on track. They move on to the Government Reserve and its irritations. Roger describes the citizens' role in the project and what could have been done to finish it. They end with the formation of a natural dam.
