Frances was born in 1907 in Minneapolis and raised by her deceased mother's two maiden aunts. She was an active and athletic youth who participated in sports programs offered by city "settlement" homes. She attended La Crosse Normal School 1925-1928, graduating with a degree in Physical Education. Frances was very involved socially with her sorority Phi Sigma Chi and enthusiastically competed in women's sports including softball, volleyball and field hockey. She taught P.E. in Hudson, WI from 1928-1945 then returned to Minnesota to teach and earn an M.A. in Physical Education from the U of Minn. in 1949. She was the director of the Minneapolis School District physical education program for girls from 1952 until her retirement in 1972. She was an outspoken advocate for girls competitive sports on the local, regional and national levels and served on several presidential commissions on women's sports. She never married but stayed in close contact with her friends and former teacher/mentors at La Crosse teachers college.
