This comprehensive report is the outcome of the Regional Workshop on Mother Tongue/Bilingual Literacy Programmes for Ethnic Minorities held in Kunming, China (May 2004). This workshop presented findings from UNESCOs action research on using the mother tongue/bilingual approach in pilot literacy projects for ethnic minority communities. The aims of these pilots are to increase literacy rates among ethnic minority communities and to improve the quality of life and preserve traditional culture.
