The United States desires to conclude as soon as possible an agree-
ment with France for the reimbursement of the United States for logistically
support furnished by the U.S, military services to the French forces
participating in the United Nations operations in Korea. (Negligible |
amounts of such logistical meyer’ are stillbeing furnished to a

French liason group in Korea.

Although the U.S. first raised this subject with the French in ay
May 1951, intensive discussions did not begin until August 1956.
Subsequently, the Department of the Army and the French military
authorities have been discussing the method by which the cost ofthe
logistical support should be determined. To date, however, there
has been no agreement on a formla. (There seems to have been no
difficulty with smaller sums due the Navy and Air Force. The B.S.
Navy made satisfactory arrangements sometime ago with the French
Navy for the presentation of statements and their payment. The
Comptroller General of the French Army indicated in February 1960
his willingness to accept an Air Force claim of about $150,000 for
support provided by the U.S. Air Force. )

The Department of the Army originally computed the/ of minor
4tems of issue (items costing less than $1,000) furnished French
forces in Korea on a per capita basis, i.e., so mach per man per
day. This wes the forma used in concluding settlements with a
number of countries, including Belgium and the Netherlands. The
per capita formla reflected a balance of $10,937,909.74 due the
United States as of December 31, 1960. All but a small part of
this amount derives from support furnished before the end of 1953.

the Department of the Army and the French military authorities, the
