In the absence of Commissioner Twitty, 
I am ansverlng your letter of March 24th, with reference 
to pheasLnt breeders in this state. 
This Department has never undertaken 
the propagation of pheasants, but I am givkg you below 
the names of several parties from whom I cm sure you can 
get the desired information.  These persons are all enga-e4 
In the breeding of pheasants.  Mr. Torgan, whose name 
is below, was formerly Mt.Hbward Coffin's kennel master, and 
has probably been engaged in the propagat on of pheasants 
longer and Is better informed on the subject than any one 
in the state.  He is now In the business of game breeding.
