• Queen Khamphoui being greeted by Hmong and Lao women and men, with King Savang Vatthana on the far left. Chatting behind him are Chao Saykham Southakakoumane (Governor, Xieng Khouang Province; black outfit, a Phuan) and Gen. Vang Pao (Vaj Pov) (Commander, Military Region II; red tassels), with Col. Phan Siharat (white suit) obscured to the right of the General. Sam Thong was the USAID refugee operations center for northeastern Laos from 1962 until its fall on March 20, 1970.
