fact it comes somewhat as a surprise to me 
to know of his interest in your work. For this reason I am not at all able
to judge of his ability. As a general rule I like to foster any particular
interest a member of the Service may have in certain lines of work on the
ground 
that with his deep interest he is more apt to succeed. Considering though
the urgent administrative need for 
Mr. Lawson's service in this District I am not in position to accede to a
request for his transfer at this time. I would though have no objection to
giving it consideration upon completion of the land classification work,
taking it forgranted that Mr. Lawson is looking forward to editorial work.
