National Game Refuges can only be createO on and 
apply only to lands of the United States (See Reg. G-30, 
page 64-0). The only National Game Refuge so far es- 
tablished'in District 3 is the Grand Canyon National 
Game Preserve (See Par. 11). 
Heretofore National Game Refuges have been estab- 
lished only by special acts of Congress. A movement is 
now on foot to secure the passage of a Game Refuge Act 
empowering the President to create game refuges by 
proclamation, with the principal object of thus secur- 
ing a coordinated and logically thought-out system of 
game refuges throughout the National Forests. This 
movement is operating under the aus-ices of the Perman- 
ent  Jild Life Protection Fund, of which Dr. W. T. Horna- 
day is a trustee, and of other game proteci-ve organ- 
izations. The plan of action is known as The Hornaday
