Jurisdiction is limited to
the violation of ordinances enacted by the municipality which created the
municipal court. A
municipal court may render judgment by ordering payment of a forfeiture plus
court costs. Ap-
peals from municipal court are to the circuit court for the county where
the offense occurred.
  If a municipal judge is substituted, disqualified, ill or unavailable,
the transfer of the case to
another municipal judge or, if none is available, to the circuit court is
handled by the chief judge
of the judicial administrative district in which the municipality lies.
