Her launching, on October 23, 1929, was scheduled to coincide with the dedication of the completed nine-foot channel improvements on the Ohio River. After his dedication speech at Louisville, President Herbert Hoover took a trip across the river to launch the Loretta M. Howard, her official documented name. She was named for the wife of Captain James E. Howard, secretary-treasuer of the Howard Ship Yard. When she was sold in 1932, the selling price was $100,000 which was paid in installments of $2000 per month on the strength of a coal towing contract from an electric utility
