cause waste and too high charges for services, and a lack of contin-
uing economic fiscal policies will result in too high costs of government.
  "To the extent that a well planned public policy of guidance and
regulation can be put into effect, such unfortunate consequences will
be avoided. With such a policy alive and functioning, the various
subdivisions of the state will be in a position to determine their needs
in advance of the time when they must be faced, and the state will be
better able to guide and unify the whole for the benefit of its people."
