    Under the statute3, a city changes from one class to another, when after
the officials cen-
sus is published, the city has enacted the legislation for such changed classification,
and the
mayor has proclaimed the change. This provision preserves to Superior its
status as a second
class city although it now has less than 39,000 population.
    2 Green Bay and Superior have a special form of commission government,
which in many
respects is more like the mayor-council form of government than the usual
commission type.
