USAID provided the carpenters to work with the Akha villagers at Phate (PC 4793) in Houa Khong Province. The villagers prepared the school construction site -- with USAID providing commodities including tin roofing, nails, plywood and some cement -- and the labor and sand required for the project. The USAID carpenter is dressed in western clothes and a straw hat on the left. There are three hollow bamboo tubes propped up in the middle which contain water for the men to drink.
