School dedication in Houei Kong Cluster in Attapu Province

  • USAID Education Advisor Dick Constantino (on the far left) drinks "lao hai" (rice wine) through bamboo straws with the Public School Inspector (PSI) (third from the right), Chao Khoueng (Governor) (second from the right), Naikongs (ethnic district chiefs, equivalent to chao muangs) Mr. Noun (Nyaheun, on the far right) and Mr. Moun (Laven, standing in the doorway), and a local villager. Mr. Constantino has come for the dedication of a new two-room elementary school in the village of Nong Mek (LS-167, XB 6677) in Kong Xe Namnoi (district, equivalent to a muang), Attapu Province. The rice wine, made by local villagers, is customarily consumed on special occasions such as this.
