• This two-sided 6 3/4" x 8" application form (OPA form R-341) was used by Manitowoc, Wisconsin resident Mrs. Martha Weber to request sugar for home canning in 1945 under World War II rationing restrictions. The form has detailed instructions for the application process, including a chart for calculating an applicant's allowance. As indicated on the second side of the form, approval for 60 pounds was issued by the rationing board clerk on June 27, 1945. Sugar was the first commodity to be rationed during the war and the last to be removed from rationing, with restrictions lasting into 1947, almost two years after the war had ended. "Canning sugar" was rationed separately from "regular" sugar. When special allowances of sugar for home canning were first made available in 1942, more than 400 housewives "stormed" the Rationing Board Office in Manitowoc, according to the local newspaper, and "many women complained about cramped quarters in the Court house basement for sugar registration."
