shall then be used to return the affected area to original elevation
(FDER permit #07363, 30 January 1978, pp 1-2) and implementation of an
approved revegetation plan for the 3.0 ha of impacted marsh.
An approved revegetation plan was prepared by the Florida Depart-
ment of Transportation (FDOT) in August of 1978 and specified:
"1. The primary revegetation material will be Juncus
roemerianus, a minimal amount of Spartina alter-
niflora will be used adjacent to mean low water as
insurance against a Juncus failure in this area.
2. All plants shall be collected from within the right-
of-way.
3. Clumps a maximum of 2 feet (0.6 m) in diameter
shall be removed by hand digging with shovels; no
clumps shall be taken within fifty feet (15.2 m)
of mean low tideline or within thirty feet (9.2 m)
of any area to be restored; no clump shall be re-
moved from within five feet (1.5 m) of any other
clump to be removed.
4.  Clumps shall be trimmed back to a height of 8-12
inches (20.3-30.5 cm) prior to digging; root ball
shall be a minimum of 10 inches (25.4 cm) deep.
5. Each clump shall be divided into "plants" which
shall consist of a minimum of three viable rhizomes
with roots a minimum of 8 inches (20.3 cm) long;
division of clumps into plants shall take place
immediately prior to planting; once any clump has
been dug, it shall be divided and planted within
