Betts discusses his views on the purposes of the bill: to provide the best education possible to all children in the state, to equalize the great unbalance in school packs loans particularly to burdened property tax payers, to aid in the student transportation problem, and to raise the compulsory age of high school students to sixteen in all walks of life.
