The postcard, which is pre-addressed to the Office of Price Administration Mailing Center in Chicago, Illinois, bears a three-cent stamp and a Manitowoc cancellation dated May 31, 1943. Four ration books were issued during World War II. Books One, Two, and Four were distributed mainly through local schools. Ration Book Three, which contained stamps that became valid starting September 12, 1943, was distributed through the mail. Most applications for Book Three were submitted on the mailed postcard forms. In Manitowoc, persons who had not mailed their applications could apply at the local Rationing Board office between August 2 and August 10, 1943.
