WISCONSIN BLUE BOOK 1987-1988


   Since 1967, the Legislative Council staff has worked directly with all
of the substantive stand-
 ing committees in both houses of the legislature by providing professional
legal counsel, science
 and analyst staff assistance to the standing committees. Similar services
are provided on request
 to individual legislators on legislative matters.
   Since 1979, the council staff has been assigned the added function of
operating a Rules
 Clearinghouse for the review of all proposed administrative rules and assists
the legislature's
 standing committees in their oversight of the rule-making process.
   As a result of the 1984-85 study committee work, 26 proposals were recommended
by the
 Legislative Council for introduction in the 1985 Legislature. Of these proposals,
13 were enacted
 (11 of the original bills were enacted and 2 were enacted as part of other
legislation), and 13 were
 not enacted. Major enactments included proposals relating to marital property
implementation,
 municipal collective bargaining, pregnancy options, telecommunications,
medical malpractice
 and interstate banking.
   In addition, the council's Law Revision Committee directly introduced
21 bills and joint reso-
 lutions in the 1985 Legislature. These proposals included remedial legislation,
revisor correction
 bills and case and opinion bills. Of these proposals, 12 were adopted and
9 were not enacted.
   The Legislative Council staff serves the council, its study committees,
several statutory com-
mittees, all of the legislatures substantive standing committees, individual
legislators and the
Rules Clearinghouse.
American Indian Study Committee

  The committee consists of 8 legislator members and 6 public members selected
from names
submitted by the Wisconsin Indian Tribes and Great Lakes Intertribal Council.
  The committee, whose biennial appointments were made by the Legislative
Council by a Feb-
ruary 20, 1986 mail ballot, is directed, pursuant to Section 13.83 (3), Stats.,
to study the problems
and develop specific recommendations and legislative proposals relating to
American Indians
and the various Indian tribes in this state.

  The committee consists of one representative from each of the following

  The committee was established pursuant to Section 13.83 (3) (f), Stats.,
to assist the American
Indian Study Committee in performing its statutory functions.

  The committee, established by the Legislative Council by an April 15, 1986
mail ballot, is
directed, pursuant to an April 10, 1986 letter from Representative Becker,
to examine commu-
nity corrections issues, including: (a) the role and effectiveness of probation
and parole service in
protecting the community, enforcing court-ordered restitution to victims
and providing pro-
grams for the rehabilitation of offenders, with special emphasis on programs
for female offend-
ers; (b) the use of county jails in community corrections programs; and (c)
the laws relating to
presentence investigations and the use of these investigations by courts
and correctional person-
nel. The committee is directed to report to the council by December 31, 1986.
