ExEcunvE BRANCH: EDUCATION


Wisconsin Educational Radio Network have been upgraded in recent years to
enhance broad-
cast transmission quality. The board is now developing Instructional Television
Fixed Service
(ITFS) transmitters in 13 communities throughout the state.
  Unit Functions: The TV Network Programming/Operations Division - comprised
of 1) TV
network programming, 2) TV fundraising, and 3) regional office services -
provides informal
instructional and informational programming to the general public. The ECB
operates 3 offices
outside its Madison headquarters: one in Green Bay, one in Menomonie and
one in Appleton.
ECB staff in these offices are responsible for station development, liaison
and coordination with
area educational institutions, promotion, production coordination of local
radio and television
broadcast programming and supervision of area Instructional Television Fixed
Services (ITFS)
offerings.
  The division also seeks funds from listeners, viewers and other private
sources for the purpose
of funding and promoting the programming broadcast on the network.
  The Educative Services Division provides formal instructional programs
and materials to stu-
dents enrolled in educational institutions of the state, utilizing broadcast
public television, public
radio SCA (FM sideband) broadcasting, computer networks, and a statewide
Instructional Tele-
vision Fixed Service (ITFS) system.
  The Radio Network Programming Division provides informational and cultural
programming
to the general public over the 9 stations of the Wisconsin Educational Radio
Network (Wiscon-
sin Public Radio).
  The Engineering Division is responsible for developing, operating and maintaining
statewide
telecommunication systems used to deliver educational programming, data and
related services.
  The Administrative Services Division provides support activities for planning,
financial, per-
sonnel, data processing, and other administrative-type services to all other
units.
  The Council on Public Radio consists of members of the board of the Wisconsin
Public Radio
Association. The 5-members of the Council on Public Television are appointed
to 4-year terms by
the governor from recommendations made by local public television support
groups. Both coun-
cils act in an advisory capacity to the ECB.
  Interagency Relationships: The Educational Communications Board works closely
with other
educational agencies in the state to develop educational telecommunications
systems. To
achieve this end, it seeks financial support from various federal agencies
and other funding
sources.
