    With the passage of 1985 Wisconsin Act 337, Governor Earl requested the
Department of
Transportation to form a committee to study drunk driving provisions related
to the new 21-year
old drinking age law. The committee was made up of representatives from groups
concerned
with the implementation of the law.
  The committee issued a "Report on Wisconsin's Drunk Driving Law"
on December 19, 1986,
and disbanded.

   Governor Earl established the task force by letter in March, 1986. He
appointed 9 members,
including leaders in biotechnology from business, industry and academia.
  The Governor directed the task force to: a) assess the potential of biotechnology
in Wisconsin;
b) inventory the state's biotechnology resources; and c) make recommendations
aimed at achiev-
ing full development of biotechnology enterprise in Wisconsin.
   The task force issued its "Report of Governor's Task Force on Biotechnology"
on August 15,
 1986 and disbanded.

  Governor Earl created the commission in Executive Order 88, November 26,
1985, in response
to a recommendation by the Governor's Strategic Development Commission. He
requested that
the task force: a) examine Wisconsin state expenditures for the period July
1, 1966 through June
30, 1987, concentrating on major state spending categories with emphasis
on the university sys-
tem, services for the poor and elderly, state operations, and aid to local
governments and school
districts; b) make recommendations concerning an appropriate level of state
government ex-
penditures; and c) determine whether some functions now performed by state
or local govern-
ment could better be accomplished in the private sector. The Governor asked
the commission to
produce periodic reports on state spending issues and to submit a final report
by December 15,
1986.
