• "War Ration Book No. 3" OPA Form No. R-130 consisted of front and back paper covers 5.75" x 4.25" with eight perforated sheets of stamps, four for rationed meat and four for a clothing rationing program never put into effect. Some clothing stamps were eventually validated for shoe rationing. Each page of stamps consisted of forty-eight consecutively numbered stamps. Each stamp was imprinted with a line drawing illustration of an aircraft carrier, tank, fighter airplane, or artillery. In this example, the "fighter plane" stamp is shown. War Ration Book No. 3 became valid September 12, 1943. In Manitowoc the local Rationing Board first had an office in the basement of the Manitowoc County Court House on the southwest corner of Washington and South Eighth streets. Mark L. Hooper was chairman of the board. By 1945, the U.S. War Price and Rationing Board office was re-located to Room 202 of the Safety Building at 822 Jay Street. War Ration Books One, Two, and Four were distributed from various locations in the community including schools, but Book Three was distributed through the mail.
