of using the
surcharges as revenue sources for the programs funded by the surcharges;
and c) the complexities
of collecting and accounting for surcharges at the state level and at the
local level, including the
impact on clerks of court, law enforcement officers and others. The committee

report to the council by December 31, 1988.

formance is affected because of mental, physical, emotional or learning disabilities
("grey area"
pupils); b) examine educational services for elementary and high school pupils
who are not eligi-
ble for programs for children at risk but whose school performance is affected
by factors such as
mental health problems, alcohol or drug abuse or child abuse and neglect
and examine ways to
coordinate these educational services with programs offered by human services
agencies; and c)
identify any changes that may be needed in current programs and services
for these children,
including a lower pupil-teacher ratio in the early grades. The committee
was directed to report to
the council by December 31, 1988.
