• King Savang Vatthana leading an inspection of officials and soldiers at the Sam Thong airstrip, accompanied by Prime Minister Souvanna Phouma (black beret and cane), Chao Saykham Southakakoumane (Governor, Xieng Khouang Province; in black behind the Prime Minister; a Phuan), Col. Phan Siharat (white suit), and Gen. Vang Pao (Vaj Pov) (Commander, Military Region II; red tassels). Queen Khamphoui, to the left of the King, is partially obscured by an unknown officer. Pheng Phongsavan (Minister of Foreign Affairs) is on the far left. Sam Thong was the USAID refugee operations center for northeastern Laos from 1962 until its fall on March 20, 1970.
