fication campaigns. As a matter of principle, we believe it is the self-interest
of the State's recreation and natural beauty regions to avoid the need for
restoration in the future.
Rural Affairs
The continuing migration of population from rural to urbanized areas has
created increasing problems for the rural community in Wisconsin and the
nation as a whole.
In many rural areas and communities, these problems are reflected by a
depressed economy, shrinking tax bases and declining levels of both public
and private services and facilities. As a result, the federal government is pro-
posing to establish Community Development Districts for purposes of plan-
ning and development in rural areas.
In contrast, we believe it is necessary to:
1. Take action to develop programs preserving maximum effectiveness of
state and local control in relation to problems of this nature.
2. Anticipate problems and challenges created by a potential "reverse"
migration from urban to rural areas as a result of continuing population
growth and reaction to increasing congestion and collateral problems in
urban areas.
For these reasons, we propose to seek maximum coordination among
appropriate state agencies in development of programs geared to the need
for planning and development in meeting the present and future problems in
rural areas and communities of the State.
The People and Their Livelihood
A major objective of the Republican administration during the past two
years has been an improved climate for economic growth-with new and
better jobs for Wisconsin citizens.
The broad-based, imaginative and aggressive program of Governor
Knowles and Republican legislators has produced remarkable results in
every sector of the economy and every area of the State.
Employment reached an all-time high in July, 1966, with unemployment
at its lowest point in a decade and substantially lower than the national
average. At the same time, personal income has increased over 1964 by
8.4%.

It is a fundamental principle of the Republican Governor and legislators
that so long as one family breadwinner or other individual is unable to find
the work he seeks, we will not be content to relax our efforts to accelerate
economic growth.
We pledge to improve and expand Governor Knowles' imaginative pro-
gram for promoting economic growth and industrial development in Wiscon-
sin wherever possible and necessary.
The big job ahead is to implement the need for skilled personnel required
by the level of industrial growth we have achieved. Our goal: to make the
skills available, and to match the skills with the requirements so that every
individual may find decent and rewarding employment, and to make certain
industry and business have available the skilled manpower they need to
grow and expand.
To implement this objective, we will:
1. Continue to upgrade the prestige of vocational and technical training
schools,
2. Support measures that will assure competent instruction by able teach-
ers in vocational and technical schools.
