                                    Thanks a lot for your letter and for
the enclos- 
                   ure dated January 16 regarding the Delta Duck Station
1941 Budget. 
                   I am very pleased with this set-up but of course do not
feel in 
                   a position to be able to comment on its adequacy. I am
taking 
                   the liberty of sending this to Senator Walcott for his
advice and 
                   counsel, 
 
                                    As you know, the 1941 Budget for the
Institute has 
                   been approved and the allotment sheets prepared. We allowed

                   $2,500 of Institute funds for the Delta Duck Station so
that any 
                   amount over and above this will necessarily have to be
made up 
                   from outside sources. If the Advisory Board of the Delta
Duck 
                   Station can raise the amount, I see no reason at all why
it should 
                   not be approved. However, this is a matter to be decided
by that 
                   Advisory Board.
