the officers of the district to draw up land use regulations which
require all farmers to adopt erosion control practices that are clearly
in the interest of the individual farms as well as the welfare of the
community as a whole. Such land use regulations do not apply to
cities and villages, and do not go into effect unless at least two-
thirds of the land occupiers in the area affected by the regulations
cast a favorable vote in a referendum. The regulations are then
incorporated into an ordinance which has to meet the approval of
the county board of supervisors.

    Local Control Insures a Program That Meets Local Needs
  It will be seen that the soil conservation district is a tool provided
by the legislature which enables the local land operators in a county
to undertake community and county-wide programs of erosion control.
