The CAR for a particular highway segment is calculated from the average daily
traffic (ADT) and
number of accidents on that segment. Accidents are expressed as accidents
per 100 million
vehicle-miles over a three year period. By comparing the CAR number with
a statewide average,
ratio is obtained. DOT evaluates any highway with a CAR greater than 1 as
abnormally high.

State Trunk Highway 55 south of Crandon has two segments with abnormally
high CAR s. One
segment is a 9.3 mile segment between County Trunk Highway M and the northern
boundary of the
Menominee Reservation. This segment has an ADT of 408 and has experienced
22 accidents over <
three year period. The accident rate per 100 million miles is 530, and the
CAR is 1.18. The secon
segment is 8.35 miles between the southern boundary of Forest County and
Crandon. This segmen
has an ADT of 950. In comparison, the rural statewide average is 233 accidents
per 100 million
miles. The accident rate per 100 million vehicle miles is 533, and the CAR
is 1.38. The other
segments along STH 55 in Langlade and Menominee Counties have a CAR which
varies between .3
.7.

The county roads vary greatly in adequacy and deferred road maintenance is
a problem on some
roads. Forest County Highway M, and the stretch of County Highway S between
State Highway 5H
and U.S. 8 are narrow with little or no shoulder. On the other hand, Langlade
County Highway A i
excellent. Langlade County Highway K (from State Highway 55 to Elcho) is
adequate for present
traffic.

Forest County is unable to maintain adequate snow removal and road maintenance.
The highway
department is judged to be understaffed and in need of updated equipment
and facilities. The coup
resurfaces an average of 3-4 miles (4%) of its roadways annually. Four of
the county' s seven grac
(with an estimated effective life of 15 years) are over 25 years old.

Railroads - The Soo Line provides rail service to Forest and Langlade Counties
with the segment
between Argonne (Forest County) and Fond du Lac (Fond du Lac County) of particular
interest. T
line carries north-south through traffic between Sault Ste. Marie, Michigan
and Chicago. The line

the Green Bay and Fox River Valley pulp and paper manufacturers. The total
amount of freight
moved over the line is approximately 2.5 million tons per mile per year southbound
and 1.5 million
tons per mile per year northbound. This is considered a low to moderate amount
of freight traffic.
This traffic is profitable and consistent with much of the Soo Line system.
Most traffic along the
line (one train per day in each direction) is in transit between other points,
but some local traffic
does begin and end in Forest and Langlade Counties.

Recent levels of local rail traffic are generally less than one hundred carloads
per year of outbound
raw wood and inbound liquified propane gas. Local traffic from Crandon, Freeman,
Lily, Hollister,
and White Lake cannot financially support rail service on the line without
the revenue contributed by
through traffic moving from the upper Fox River Valley and Chicago to Sault
Ste. Marie. The line
through Forest and Langlade Counties is in good condition, but the rail is
among the lightest in use.

Air Travel - The Rhinelander-Oneida County Airport can handle jet aircraft
and has some landing
aids. Republic Airlines served the airport until 1984. Subsequently, service
has been provided by
Republic Express and Air Wisconsin.

Community Water Supplies
The four community water supply facilities in the local study area are summarized
in Table 2-37. All
other homes in the local study area are served by individual wells.

City of Crandon - The water supply system is generally confined to city limits.
Future review of the
storage capacity may be necessary in order to maintain an adequate quantity
of water in storage.
