re: An Assessment of the Socio-Economic Impacts Provided in the
Draft Environmental Impact Statement, Prepared by the Department
of Natural Resources



HISTORY

The North Central Mining Impact Planning Committee was formed in
1978 to provide a discussion forum and opportunity for educa-
tional exchanges among the member governments, and to address
concerns which were raised by the potential of Mineral Develop-
ment.

In April of 1981 the North Central Wisconsin Regional Planning
Commission was selected to review, comment, and assist with
local governmental actions regarding the Socio-Economic Study
being prepared for Exxon Corporation. The Commissions scope of
work is detailed below in three basic stages:

     1.    Initial Review of Environmental    Impact Report (EIR)
          Socio-Economic Analysis (Forecast of Future Conditions
          Study)

               * Development of Comments: Areas the Commission
               felt information may be lacking, questions left
               unanswered, and additional research/analysis was
               needed.

               * Presentation of this information to the NCMIPC
               for discussion, additions, deletions or concerns.

               * Based upon this analysis and discussion prepare
               a position paper on behalf of the NCMIPC to DNR
               regarding these concerns.

     2.   Initial Review of the Draft Environmental Impact State-
          ment (EIS)

               * Develop comments regarding whether or not the
               concerns raised about the EIR have been adequately
               addressed.

               * Present comments to the NCMIPC discussion,
               additions, deletions or concerns.

               * Present the results of this analysis/discussion
               to DNR for inclusion in the final EIS.

     3.    Timetable for Local   Action:    (Impact Management)
