VEHICLE TRAFFIC TO THE SITE

Anticipated daily truck, bus, and passenger vehicle traffic during the project
is shown in Table 1-24.

Traffic during the construction and closure phases would predominately occur
during daylight hours.
During the operations phase, however, most of the vehicular traffic would
be concentrated at the
morning and afternoon shift changes (7-8 a.m. and 3-4 p.m.). Traffic during
the closure phase would
drop rapidly from operations levels, especially after the first year of reclamation.


                                    PROPOSED ENERGY USE

Petroleum Energy Use - Fuel use would vary depending upon the type of equipment
used, changes in
schedules, weather conditions, and other factors. Early in the construction
period, fuels and
lubricants would be hauled to the site by truck and stored in tank trailers.
The permanent on-site
fuel storage areas would be completed during the second year of construction.
Diesel fuel would be
delivered to the mine/mill by either truck or rail car. Gasoline would be
delivered by trucks and
stored in an underground tank similar to those used at a commercial filling
station. Diesel fuel would
be used to power underground mining equipment, mobile surface equipment,
emergency generators,
and portable heating units while gasoline would be used for surface vehicles
only. Projected fuel use
during construction and operation is shown in Table 1-25.

Overall fuel consumption during the reclamation phase would be about 4,640,000
gallons for diesel
fuel and 150,000 gallons for gasoline.

Electric Service - Annual electrical consumption is estimated to be 7,800,000,
43,000,000 and
90,000,000 kilowatt-hours (kWh) during the three year construction phase.
Power consumption is
estimated to be 176 million kWh per year during the operations phase. Electric
demand levels are
projected to be 23.25 MW for average demand and 29.63 MW for peak demand
when the mine is at full
production. Itemized demand estimates for the various facilities are shown
in Table 1-26.
