                     INTRODUCTION



      The Town welcomes the opportunity to

participate in the decision-making process by

submitting the following written comments. The

Town, in general, was very impressed with the

DEIS and wishes to applaud the efforts of both

the Department and Exxon. The draft document

contained an extensive amount of information

which provided an excellent base for discussion.

These comments were developed as a result of

meetings held on May 20th, June 3rd and June

10th, 1986. The June 10th meeting was

publicized in an effort to maximize public

imput. Additionally, many written comments were

submitted to the Town. The following

comments represent only the comments of the Town



     citizens to make whatever comments they feel are important.

          The Town has identified five major areas of the DEIS which

     are of particular interest to it. These areas are: (A) NOISE,

     (B) AIR (DUST), (C) MWDF, RECLAIM PONDS, (D) LAKES AND STREAMS,

     and (E) SOCIO-ECONOMIC.

                                     COMMENTS

    A. NOISE

          The DEIS identifies numerous sources of noises ranging from

     increased traffic noise to explosions. The Town believes that

     noise could be the most immediate of all environmental impacts

     to the Ground Hemlock Lake area.

          The Town is particularly concerned with the fact that the

    Department apparently has little or no regulatory authority

iregarding noise. The Town believes that the extent of the

    Department's authority regarding noise should be clarified.

          Also the Town asks: Will residents of Lake Metonga or Lake

Lucerne hear any noise associated with the mine either during

    construction or operation?

i)        Finally, the Town noted the lack of information regarding

    mitigation.
